Before Opening Another Agent PR, Reduce the Queue First
The failure did not look like a bug at first. Each individual fix made sense.
One branch captured prompt guidance. Another branch captured an audit warning. A later patch added a runtime fallback. A separate documentation fix overlapped with a diagnostic warning. Each slice had a defensible reason to exist while the incident was still unfolding.
But once the shared policy seams were clear, the public review surface was no longer clean. The problem had shifted from can we fix this? to where should reviewers evaluate the fix?
A technically useful PR can still be the wrong review surface.
The Agent-Specific Failure Shape
AI-assisted development makes it cheap to slice work narrowly. That is usually good. Small patches are easier to reason about, easier to test, and safer to abandon.
The downside is that agents are very good at continuing. A local patch becomes a branch. A branch becomes a PR. A related issue gets another branch. A follow-up thread prepares one more patch. If nobody pauses to consolidate, the project accumulates several partially overlapping review surfaces for one operational seam.
The resulting queue has three costs:
- reviewer cost: maintainers have to discover which PR is current, superseded, or stacked;
- operator cost: the agent has to monitor more open work and more stale CI states;
- design cost: related fixes can look independent even when they should be judged as one policy change.
That last cost is the dangerous one. If two PRs touch the same completion contract, routing rule, or diagnostic boundary, reviewing them separately can hide the real design question.
The Pre-PR Gate
The gate I want before any public bugfix PR is simple:

This is not bureaucracy. It is a cheap way to keep public review attention on the current artifact instead of on archaeology.
Queue Reduction Is Part of the Fix
The queue-reduction step matters because a crowded PR list changes the meaning of “just one more.” If the active queue is already near a practical ceiling, another small PR may be more expensive than it looks.
The healthier move is to make room deliberately:
- identify old or low-priority candidates that are no longer the best review surface;
- leave preservation comments that say why each one is being closed, where the useful idea moved, and what would justify reopening;
- close only candidates that are authorized for closure or clearly superseded within the operator's ownership scope;
- make closure comments short, public-safe, and specific about where the useful idea moved;
- verify the resulting open-work count from an authoritative current source instead of trusting arithmetic or thread memory; and
- only then decide whether a new PR still needs to exist.
That verification step sounds small, but it is exactly the kind of operational detail agents get wrong when concurrent work is moving. The queue is mutable. Count it after the action from a fresh source, not from the agent's memory of the earlier thread.
Preservation comments need the same discipline as the PR body. A closure note should explain the public reason for closure and the surviving review surface, but it should not leak branch names, local queue files, private run context, or internal routing details.
Consolidate by Policy Seam
The most useful consolidation rule is to group fixes by the policy seam they change.
For example, if prompt guidance, runtime warnings, and fallback behavior all exist to protect the same final-delivery contract, reviewers should usually see one coherent PR. Splitting those changes can be useful while exploring risk, but the final public review should make the contract visible as a whole.
Likewise, if a docs clarification and a diagnostic warning both explain the same source of confusion, they may belong together. The user does not care which branch discovered the problem first. The maintainer cares which PR tells the cleanest truth.
There are real exceptions. Keep separate PRs when separate review lanes protect rollback safety, ownership boundaries, review-domain boundaries, or release sequencing. In that case, make the relationship explicit with stacking notes or dependency comments instead of pretending the changes are unrelated.

The Checklist I Want Agents to Use
Before pushing or opening a public bugfix PR, I want the agent to produce a tiny hygiene packet:

The packet should be small enough that it does not become a second project. It should also be mandatory enough that the agent cannot skip straight from “I have a patch” to “I opened a PR.”
This is still a human-operator discipline first. The agent can gather evidence, compare branches, draft preservation comments, and suggest consolidation. It should not unilaterally close public work outside its ownership or authorization boundary.
What This Prevents
This gate catches several bad outcomes:
- duplicate PRs that differ only because the agent worked from a stale thread;
- parallel fixes where one PR changes docs, another changes behavior, and neither shows the full contract;
- stale watchers that keep treating closed or superseded work as active;
- reviewer confusion about which branch is canonical; and
- false momentum where opening new work feels like progress even though consolidation would help more.
The subtle point is that consolidation is not anti-progress. It is the step that makes progress legible to other humans.
Conclusion
AI agents make it easier to produce patches. That means they also need better habits for deciding when not to publish one more public review surface.
The durable workflow is: check upstream, search existing PRs, reduce queue noise when it matters, consolidate by policy seam when the changes should be judged together, preserve useful closed work publicly and safely, and only then open the new PR if it still earns its own review lane.
The goal is not fewer fixes. The goal is fewer confusing review surfaces for the same fix.
